Although the rulebook says that competitors may wear protective headgear at any level without penalty, it is more appropriate for upper level competitors to wear top hats. If you are very good it is okay to wear a top hat at the lower levels (from a style standpoint; helmets, of course, are safer). I see no reason for derbies.
