This jacket is loose and boxy with the sloped all in one shoulders used during the era. It has the shorter wider sleeves. The neck has two ties that wrap up and around to the top of the shoulders where they fasten with decorative buttons. Large fabric covered buttons are also used. I have not seen this style of neck closure before on a suit. Bust is to 38 - 39 and the shoulders are about 16". Jacket is cropped and waist length and is about 34" at the bottom.
