Received the rack with all parts and directions enclosed. Directions were adequate but used the diagram more than the written directions. Tools were supplied (small wrench and allen wrench). Parts did fit together but not well. Small screws needed allen wrench. If they had used Phillips screws instead it would have been easier to assemble. The base did not sit level.
