We gave this to our daughter when she was 18 months old, and it was her very first puzzle. Maybe it was a little difficult for her as the first puzzle. For a while, she just enjoyed taking out pieces from the base. I took out the cat piece and the bunny piece out, and set aside, then, she was able to put them back easily. If you just read the review about the girl trapped in the burning building, that is not this puzzle! (That is the Traffic Puzzle from Chelona.) This puzzle was our daughter's first where she has to fit all the pieces together as opposed to each piece having a fixed hole. She is 20 months old and loves it. This puzzle is of the high quality to be expected from Chelona. My 20-month-old daughters enjoys it a lot. I have only a few problems with it. First of all, it is definitely too easy for a two year old. Second, buyers should be fulling warned that there are lots of people hanging out of burning buildings.
