Organized by disaster-type, this handbook inventories and examines the way we address major natural and man-made hazards and assesses the effectiveness these efforts in four areas: mitigation, preparedness, response, and recovery. The utility of all-hazard programs is also considered, and a list of emergency management organizations is included.
